If we go back and study history, some people had been establishing their rule telling and ensuring the people that they as rulers shall protect life of the people and they shall maintain peace in the country and people had been tolerating all their excesses because of assurance of these securities. And it is on record that they had been trying to maintain law and order in the country and also they had been saving the people from external aggressions.
A few days back, the Prime Minister of India Dr. Manmohan Singh had been addressing to the heads of police departments in the country and he was telling them that they should see that law and order is maintained and people get the life security. He was pointing out that the cases of theft, murder, bribes, corruption, terrorism, riots, escape from confinement, giving shelter to criminals, terrorists and encouraging riots are on the increase and there are cases where abduct persons and then start demanding money from the relatives, such cases are on the increase and therefore, he directed the police to see that such crimes do not happen in their area. This is a very good advice, but at the same time, we shall have to see what had been happening in India and in other country during the last six or seven decades. If we have an eye on the history of India alone, there had been partition of Hindustan in forties and we have been given information that eight lac people had been killed and about eleven crores had been forced to leave their homes and migrate to other unknown places.. Even after this division of Hindustan, both the countries India and Pakistan could not live in peace and we have seen that about two lakhs people had been killed through terrorism, through riots or the like in both the countries and this killing is still on in both the countries. None could stop these killings and even local crimes are on and a common man cannot have a sound sleep. We have noted that people on the ruling side had been indulging in scams, scandals, muddles, bribes, corruption, dalali and commissions and most of the money which had been collected from the people for the welfare of the people had been digested by the people in power. So the life of the people from this side is not secure and the money they pay for the development of the country very rarely is spent for the purpose for which that had been collected from the people.
It is very difficult to establish a welfare state in any part of the world because the people who take the seats on the ruling side are not public servants, but they are working like rulers and they also know how to keep the people mum. All is happening in the eye of the people, but they are tolerating all that and none is speaking against the people who are ruling because such speakers could be eliminated and that is the reason, out of fear, none is speaking against the people who are ruling.
So we should not bother what type or form of government is functioning on us. We cannot expect good government in any part of the world. The people in power do not know what democracy means, they know that they have got power and therefore, they are at liberty to utilize that power in manners they like and the people have got no power to raise objections and if they raise objections, their voice is lost in wilderness. The life, the property and the money one has is not secure and therefore, we must live a life and go back without desiring any protection from government side. If need be, one should save himself from all these powerful people because they are the first in the line of looters. The rulers are turning rich and it is because of money they snatch away from the people of the country. Similarly all big crimes in the country are committed when some people in power desire so and there is no one who shall put his hand over their shoulders. We have see that police keeps silence when the people are in power and they allow them to commit all types of crimes, sins and misconducts and when they see that government has changed, then catch all he people who had been committing crimes, sins and misconduct during their tenure. The cases are allowed to remain pending till these people get the next turn and then no case is allowed to go on. That is the reason, in all the jails in the world, only poor people are detained there and the states are showing to the world that they are maintaining law and order in the country and thus they could earn a name in the world. Days are far away when actual offenders shall be sent to jails. So in the present system we cannot ensure peace in he country and we cannot save the people from external aggression. Life of the people is no safe, they have got internal and external danger. And this fear shall remain on this earth and that is the reason, this man is never safe from other men on this earth.
