I did a cursory search online ahead of time, and I noticed that in the event of lost baggage, AC's own claim form (http://www.aircanada.com/en/travelinfo/airport/baggage/images/bd-kit.pdf) asks whether the claimant purchased "excess valuation insurance". So it's fair to assume AC sells said insurance, right? I asked about the insurance at check-in and I was very surprised to hear the check-in agent tell me that AC offers no such insurance. So I was forced to check my baggage uninsured. So if my bag went missing (which fortunately it did not), I would have been compensated the standard rate of $.000000000057 per 100 kilos. (Yes, I'm exaggerating, but not much.)
Does anyone have any idea whether AC gave me incorrect information about the availability of excess valuation insurance? If they gave me correct info, where on earth does one go to purchase such insurance?

Out of curiosity, I just looked through my copy of the AC Tariffs (a nice-looking 500+ page document), and it clearly states that you can declare a higher value at check-in. The cost is $0.50 per each $100 of add'l liability insurance you want to purchase. The total declared value cannot exceed $2500. The check-in agent was pretty insistent. She claimed that her own mother wanted insurance on one occasion, and she bought it through a 3rd party (who then insisted on packing everything themselves).

Very interesting. The one time I tried purchasing such coverage, I was sent to ticketing, and there nobody had a clue. They said I had to arrange it through a travel insurance company.
